China Plans to Select 100 Cities and Parks to Carry Out Carbon Peak Pilot Projects

The National Development and Reform Commission released the National Carbon Peak Pilot Construction Plan on the 6th. The plan is clear that selecting 100 typical and representative cities and parks nationwide to carry out carbon peak pilot construction, focusing on solving the bottleneck constraints faced by green and low-carbon development, exploring carbon peak paths in cities and parks with different resource endowments and development foundations, and providing actionable, replicable, and promotable experience and practices for the whole country.

The plan proposes four work principles including adhering to positivity and prudence, adapting measures to local conditions, adhering to reform and innovation, and sticking to safety and carbon reduction, as well as the main goals for 2025 and 2030. By 2025, policy mechanisms that are conducive to green and low-carbon development within the pilot scope will be basically established, and innovative measures and reform experiences that can be operated, replicated, and promoted will be preliminarily formed. The carbon peak paths of cities and parks with different resource endowments, development foundations, and industrial structures will be basically clear. By 2030, key tasks, major projects, and important reforms in pilot cities and parks will be completed as scheduled, and policy mechanisms conducive to green and low-carbon development will be fully established. Innovative measures and reform experiences will have a significant driving effect, playing an important supporting role in achieving the national carbon peak goal. The plan deploys pilot construction content in determining pilot tasks, implementing key projects, strengthening scientific and technological innovation, improving policy mechanisms, and carrying out national actions.

The relevant person in charge of the National Development and Reform Commission introduced that the Commission will comprehensively consider factors such as the total carbon emissions and growth trends, economic and social development in various regions, and carry out the first batch of carbon peak pilot construction in 15 provinces and regions. The proposal list will be proposed by the relevant provincial and regional development and reform commissions, and it will be submitted to the National Development and Reform Commission for confirmation after approval by the local people's government.
